For a 2d6 system, I would describe the required roll in terms of how demanding the task is before Skill, Characteristic, equipment, circumstances, or other modifiers are applied.

The important design point is that these labels describe the task, not the Traveller. A TN 10 task remains TN 10 whether attempted by a novice or an expert. Their competence changes the modifier and therefore their probability of success; it does not change what the task fundamentally requires.

That distinction fits particularly well with Skills as Competence: routine professional work does not become “harder” simply because an expert is doing it. Instead, professional competence makes difficult work reliably achievable.

SeafarerMotorboatSmall powered watercraftSmall and medium powered vessels intended for
rivers, lakes, coastal waters, and short-range
transport. They are maneuverable but increasingly
vulnerable as weather and sea conditions worsen.
SeafarerOcean ShipLarge surface vesselsLarge powered vessels designed for extended
operation on open water. Their size provides
endurance and stability but creates long stopping
distances, wide turning requirements, and limited
maneuverability in confined waters.

Shorthanded and Skeleton Crew
A task chain assumes that the crew has the proper personnel available to perform the required
functions.
A crew that is shorthanded, operating with a skeleton crew, or otherwise missing the proper
personnel may still attempt the task chain.
When the proper personnel are not available, Bane applies to the task-chain rolls.
The task chain is otherwise resolved normally:
every participating player-character aboard the ship rolls; determine Effect against the task-chain
difficulty; record positive and negative Effects; total all Effects to determine the final Crew Effect.
