For a 2d6 system, I would describe the required roll in terms of how demanding the task is before Skill, Characteristic, equipment, circumstances, or other modifiers are applied.
The important design point is that these labels describe the task, not the Traveller. A TN 10 task remains TN 10 whether attempted by a novice or an expert. Their competence changes the modifier and therefore their probability of success; it does not change what the task fundamentally requires.
That distinction fits particularly well with Skills as Competence: routine professional work does not become “harder” simply because an expert is doing it. Instead, professional competence makes difficult work reliably achievable.
